Pactopolis is a strategic negotiation tabletop game for 2 to 4 players where four sectors shape one shared city: Agriculture, Energy, Real Estate, and Manufacturing. You will compete to win, collaborate to survive, and negotiate in the open where every promise is public and every compromise leaves a footprint.

Each round, players propose collaborations, exchange resources, and negotiate terms inside the boundaries of sustainable city growth. Deals are made openly, so everyone sees what was promised. Trust and reputation become real currency at the table, and persuasion becomes your sharpest tool.
A thriving city elevates everyone’s score, yet only one player emerges as the winner. Your success depends on other sectors prospering, because the ecosystem that sustains the city sustains your strategy too. Push the city toward collapse and every “victory” starts to feel like a bad deal you signed earlier.
You will read the board, read the table, and adjust as alliances shift and opportunities appear. The negotiation space evolves constantly because players are co-creating it in real time. Long-term thinking matters, but so does knowing when to pivot, when to hold your ground, and when to offer a deal that changes the entire tempo of the city.
The flow is built to stay engaging from start to finish, with low downtime and clear pacing options. Player screens summarize rules for quick reference. A round reference board keeps progression visible to everyone. The modular multi-piece map reduces setup and fits different tables while supporting balance at 2 to 4 players.
